With reference to your letter of the 6th November Lo 1901 (38253/1901) on the subject of a Petition of Right on behalf of Messrs Stephens and Howard of Hong Kong, I am directed by Mr. Secretary Akers-Doouglas to transmit to you, herewith, copy of a letter which has been received from Messrs Trass and Taylor respecting the petition in question, together with copy of the Report of the Attorney-General (dated 29th November 1901) upon the Petition; and I am to request that in laying the same before the Secretary of State for the Colonies, you will move him to favour Mr. Akers-Douglas with any observations he may have to offer, or take any action he may think fit to take, in the matter.
